Changes to downtown traffic light "walk" signals intended to increase pedestrian safety

Residents of Decorah, Iowa, may have noticed a peculiar but intentional phenomenon at certain traffic lights in the city. The pedestrian "walk" signal illuminates a few seconds before the traffic light turns green, sparking curiosity among pedestrians and motorists alike. City Engineer and Street Commissioner Jeremy Bril explains: "Having the pedestrian 'walk' signal turn on a few seconds before the green light is actually intentional. This configuration is called a Leading Pedestrian Interval (LPI). The purpose of the LPI is to allow pedestrians the opportunity to enter the crosswalk before vehicles are given a green indication. This allows pedestrians to better establish their presence in the crosswalk before vehicles may turn left or right," Bril said in an email. According to Bril, the rationale is rooted in several safety benefits: Increased Visibility: Pedestrians are more visible to motorists, especially during critical moments of intersection crossing. Reduced Conflicts: By allowing pedestrians to establish their presence in the crosswalk before any vehicles move, the likelihood of conflicts between pedestrians and vehicles is lowered. Motorist Yielding: The practice enhances the probability of motorists yielding to pedestrians, fostering safer crossings at intersections. Enhanced Safety: Particularly beneficial for pedestrians who may require additional time to initiate their crossing, the LPI ensures a safer environment. This strategic use of LPI aligns with the safety guidelines outlined by the Federal Highway Administration, categorizing it as a Proven Safety Countermeasure. Decorah has currently implemented LPIs at three key intersections – Water/Mechanic, Water/State, and College/Heivly – as part of a trial run. The city aims to evaluate traffic and pedestrian flow at these locations before considering additional intersections for LPI implementation in the near future. The move reflects Decorah's commitment to continually enhance intersection safety and align with best practices endorsed by transportation authorities. Residents can expect further improvements as the city evaluates the success of the LPIs in their ongoing efforts to create a safer and more pedestrian-friendly environment.
