Decorah City Council Tackles Funding, Building Permits, and Ordinance Changes

DECORAH, Iowa -- In the latest Decorah City Council meeting, the Council addressed funding requests from NEICA, building permit fee changes, and an ordinance amendment for accessory structures. NEICA Funding Request Tricia Wilkins, Chief Executive Officer of NEICA, presented their case for additional financial support. Wilkins highlighted the economic impact of NEICA's services, emphasizing support for individuals and families in need while contributing to local economic development. NEICA requested $7,587 to cover general outreach services after Wilkins provided a detailed overview of the agency's various assistance programs. During the discussion, Councilman Ross Hadley inquired about NEICA's plans for affordable housing projects. Hadley expressed concern about the housing situation, particularly for single women with children. Wilkins clarified that, currently, there were no housing projects underway due to limited staffing resources. "It is hard. If we could get more incentive to cover our costs in low-income housing, I think it would be a lot easier because we don't have to make money, we just need to cover our staff costs and our maintenance costs," Wilkins explained. Following Wilkins' presentation, several council members expressed gratitude for NEICA's contributions to the community. Building and Zoning Permit Fees Next on the agenda was a discussion on building permit fees. The Sustainability Commission recommended a flat $75 application fee for residential solar projects and a $500 fee for commercial solar projects. The new permit schedule included percentage increases for building and zoning permit applications, along with notable additions such as a $25 late fee and a $25 reinspection fee for rental permits. Councilman Hadley moved to table the discussion until the next Council meeting in January due to confusion surrounding the proposed percentage rates. The motion was seconded by Councilman Kirsten Olson and unanimously carried. Revisiting Code Section 17.16.030 In the meeting's third segment, a second reading of an ordinance change regarding Planning & Zoning Code section 17.16.030 took place. The revised code allows for accessory structures up to 550 square feet, irrespective of rear yard size. Councilman Randy Schissel proposed bypassing the customary third reading, suggesting immediate adoption. The motion was seconded by Steve Zittergruen and unanimously carried.
