CEDAR FALLS — A recent report from Auditor of State Rob Sand has revealed a concerning trend at the University of Northern Iowa: rising educational costs coupled with declining student enrollment. For the fiscal year ending June 30, 2023, the university's average cost per student increased to $18,832, up from $18,614 the previous year, while full-time equivalent enrollment dropped to 7,117 from 7,558. This marks a significant shift over the past five years. In the 2018-2019 academic year, the cost per student was $15,940, with a full-time equivalent enrollment of 9,201. The trend shows a consistent increase in the cost of education alongside a steady decline in enrollment numbers. By the 2019-2020 academic year, enrollment had already decreased to 8,555, and the cost per student had risen to $16,995. This pattern continued with enrollment figures of 7,969 and 7,558 for the 2020-2021 and 2021-2022 academic years, respectively, as costs per student reached $18,696 and $18,614. The report specifies that the university's total General Educational Fund expenditures for the fiscal year were approximately $157.4 million. Of this, $23.4 million was allocated to non-teaching-related expenses, including $484,000 for research expenditures, $8.2 million for extension and public service and $14.7 million for student aid. This leaves net expenditures for teaching programs at $134 million. Auditor Sand's report did not uncover any issues regarding the receipt and expenditure of taxpayer funds, indicating sound financial management despite the fiscal challenges. The audit did not report any findings related to internal control weaknesses or non-compliance with statutory requirements. The declining enrollment numbers raise questions about the university's ability to maintain its financial health and provide quality education at sustainable costs. As student numbers drop, the cost per student increases, placing additional financial burdens on both the university and its students. This situation could necessitate strategic adjustments to attract more students and manage expenses effectively.
