Childcare and Community Support Take Center Stage in UERPC Update

DECORAH — Rachelle Howe, Executive Director of Upper Explorerland Regional Planning Commission (UERPC), met with the Winneshiek County Board of Supervisors Monday, November 18 to provide updates on ongoing projects and outline plans for the new year. Howe highlighted several successful initiatives in Winneshiek County, including wastewater treatment improvements in Festina and Ridgeway, as well as the administration of the Winneshiek County Community Foundation. UERPC continues to manage various economic development efforts, including the regional revolving loan fund and grant writing for childcare solutions. In 2024 alone, UERPC secured $9.7 million in grants for projects across its five-county service area, which includes Winneshiek, Allamakee, Clayton, Fayette and Howard counties. One key focus of the discussion was the growing childcare crisis in rural communities. Howe shared examples of efforts in other counties—such as establishing local childcare solution funds—and suggested similar initiatives could be developed in Winneshiek. "The lack of accessible childcare is a serious issue, especially for young families in smaller towns," Howe noted. She also emphasized the need for creative partnerships with businesses to address the problem. Howe also mentioned UERPC's role in assisting municipalities with playground improvement grants and energy district initiatives. "We are here to support the county and its communities with whatever resources we can provide," she told the supervisors. The board thanked Howe for her agency's work and expressed interest in leveraging UERPC's resources to tackle local challenges.
