Decorah City Council Sets Housing, Budget, and Infrastructure as 2025 Priorities

DECORAH, Iowa — The Decorah City Council held a special meeting on Monday, November 25, to review and update its strategic goals for 2024-2025, discussing major issues including housing, budget challenges, infrastructure maintenance, and city facility planning. Housing policy remains high priority Addressing housing policy was unanimously reaffirmed as a top priority for the council. Members emphasized ongoing efforts to expand affordable housing options and reduce regulatory barriers for developers. Reforms implemented in the past year, such as adjustments to Planned Unit Developments (PUDs), setback regulations, and accessory dwelling unit rules, were praised for facilitating growth. "I think we've done a lot of great work in the last year, and we ought to be proud of it," Council Member Steve Zittergruen said, noting significant achievements, such as economic incentives for housing development, adding, "There's more work to do." Members cited a need to explore additional measures to encourage housing infill and make development in the city's core more accessible for builders. Budget concerns prompt focus on revenue diversification The council raised concerns about potential challenges stemming from state-imposed limits on property tax levies. Revenue diversification strategies were elevated to a high-priority status. Council members acknowledged successes in finding efficiencies within city departments but stressed the need for long-term planning to sustain essential services. City Manager Travis Goedken noted that while various departments have implemented creative solutions to cut costs and improve efficiency, the city must prepare for further revenue pressures. "It's going to take all hands on deck," Goedken said. He proposed exploring innovative approaches to utilities and other services to stabilize funding sources. Infrastructure maintenance and facility planning The council emphasized the importance of maintaining existing infrastructure and outlined plans to address city facilities in 2025. Key projects include upgrades to the wastewater treatment plant, redevelopment of the Dahlen property, and planning for the fire station and city hall. Council member Zittergruen highlighted the importance of fostering a "maintenance-obsessed culture" to ensure long-term sustainability. Council Member Emily Neal called for a decisive approach, urging that the council finalize plans for city facilities before the next budget cycle. "We need to know what we're doing by next fall's budget discussions," Neal said, suggesting that major decisions, such as whether to remodel or build new facilities, be determined promptly. Adjustments to Other Priorities Improvements to the Central Business District (CBD) were reevaluated and deprioritized from high to medium status. Members acknowledged significant progress, including loan programs established in collaboration with the local chamber of commerce. Councilors agreed to monitor ongoing work in the district but felt that immediate attention should shift to other pressing matters. Discussions also touched on childcare, which remains a concern in Decorah, but council members debated the city's role in addressing the issue. Neal suggested that while childcare is an ongoing critical community issue, the city should focus on being a supportive partner rather than leading the effort directly. "If we've got an ask or someone needs a partner, we're willing to help," she said, while noting that staff time and resources are already stretched thin. Fiber Optic Expansion and Sustainability Goals The council discussed the Decorah fiber-optic project, which is expected to require significant staff time and resources in 2025. Members debated whether to incorporate the project into broader city facilities planning or elevate it as a standalone high-priority goal. Sustainability also received attention, with members reaffirming the city's long-term climate neutrality goal of 2040.
