Record Year for Septic Systems: Winneshiek County Tackles Water Quality in Strides

DECORAH — County Sanitarian Doug Groux highlighted a record year for septic system installations and ongoing efforts to improve water quality during his budget presentation to the Winneshiek County Board of Supervisors on Monday, December 9. "This year has been exceptionally busy, with 60 new septic systems installed—a high mark in one year's time," Groux reported. He attributed the surge to compliance with state regulations and increased awareness about proper wastewater treatment. Since the 2009, state law requiring septic inspections during property transfers and open discharges have significantly declined. The average cost of a gravity-flow septic system, Groux explained, ranges between $7,500 and $10,000, depending on the system size. He also highlighted the continued use of state grants, which subsidize the closure of old wells, covering up to $600 of the costs in some cases. These initiatives aim to prevent contamination of groundwater and improve public health. "Many older wells, especially those used for livestock, are shallow and poorly constructed, which can allow surface water to contaminate groundwater," Groux said. He emphasized that plugging unused wells is critical for protecting aquifers and preventing pollutants from entering drinking water supplies. Addressing water testing logistics, Groux highlighted a new partnership with UPS to deliver samples to labs. This arrangement has resolved delays and eliminated the need for costly retests caused by postal service disruptions. "Now, I hand-deliver samples to their headquarters, and it's been flawless. It ensures timely and accurate results without [the] additional expense," he said. When discussing budget plans, Groux noted that his department's grant funding has remained consistent, despite fluctuating levels of activity. The supervisors commended his department for efficiently managing resources during a particularly busy year. Budget Review ConsiderationsAs part of the budget review process, the supervisors posed five standard questions to each department head. Groux's responses for the Sanitation Department are as follows: 1. This includes attending the latest training sessions to provide current and accurate information to property owners. 3. How are you using the funds in your current FY25 budget to efficiently use taxpayers' dollars? The FY25 budget is on track with last year's projections. In 27 years, there have been no budget amendments. 4. How much of your FY25 budget do you estimate returning to the General Fund at year's end through good fiscal management and innovation? What changes or innovations do you propose in your FY26 budget to improve fiscal management and customer service?No major changes are planned for the FY26 budget. Fiscal responsibility has been a cornerstone of this office for 27 years.
