EMS Coordinator Outlines Emergency Management Priorities Amid Funding Shifts

DECORAH — Sean Snyder, Emergency Management Coordinator for Winneshiek County, presented the FY26 budgets for Emergency Management and the county's 911 system during the latest Winneshiek County Supervisors meeting. During his presentation, Snyder addressed emerging needs and legislative developments that could impact emergency services. "Operational expenses did not go up; in fact, some of them went down," Snyder said, noting efforts to streamline costs. One key adjustment was the creation of a new line item for emergency response funding. "This stems from the missing kayaker incident we had this past summer," he explained, adding that the fund allows for the purchase of local resources during multi-jurisdictional emergencies. Snyder also outlined the 911 budget, which he recently assumed responsibility for managing. "We've saved the $2,500 to $3,000 we used to pay an outside consultant," he noted, while acknowledging the complexities of budgeting for 911 operations. "There's a surcharge amount that comes in, and there's also an operating fund," Snyder said, explaining the restrictive state rules on how surcharge funds can be used. Budget revenues remain a concern, with the Emergency Management Performance Grant down by about 10%. "That's statewide," Snyder explained of this figure. "The federal government isn't allocating as much. It's not a good reason—but it's all I've got." Snyder also discussed the current 911 surcharge structure, which relies on landline and wireless phone fees. He warned of potential legislative changes that could further reduce funding. "Landline money is decreasing rapidly," Snyder said. "There's talk about increasing the wireless surcharge to $1.50, but the state would keep about 50% of it, leaving us with less than we have now." Snyder also highlighted the importance of legislative advocacy for emergency management funding. He encouraged the board to review a proposed "29C Cleanup Bill" that could bring needed clarity and resources to county operations. "This bill has been introduced and should go to subcommittee soon," Snyder said. Despite financial pressures, Snyder assured the supervisors that he remains committed to proactive planning and collaboration.
