DECORAH — On February 15, 2025, the Decorah Police Department received a report from an individual who had concerns about what they felt was an inappropriate relationship between a Decorah High School teacher and a student. The reporting party provided some evidence that they felt substantiated their concerns. Based on this evidence, contact was made with the student, and additional corroborating evidence was discovered. The Decorah Police Department began the process of notifying the Decorah Community School District administration of this active investigation. The Decorah Community School District and the Decorah Police Department worked together to isolate this incident, to ensure student safety, to allow for a complete and thorough investigation. As a result of this investigation, one person has been arrested and charged with the crime of Sexual Exploitation by a School Employee-a Class D Felony. A Class D Felony is normally punishable by up to 5 years in prison and a fine of between $1,025 and $10,245. Arrested was DUSTIN BLIVEN, age 48, of Decorah. Bliven was arrested and transported to the Winneshiek County Jail. According to the criminal complaint obtained by DecorahNews.com, the alleged exploitation occured between October 2024 and February 2025.
