On March 13 at 7:53 p.m. Deputies responded to a residence on Old Stage Road for a report of a victim being held hostage. Subsequently, RAYMOND DELAGARZA, 41, of Decorah, Iowa was arrested and transported to the Winneshiek County Jail for simple misdemeanor violation of no contact order. The initial report of a victim being hostage was unfounded. The Criminal Complaint Reveals Additional InformationIn the official criminal complaint obtained by DecorahNews.com, the Winneshiek County Sheriff's Office received a report from an anonymous caller on March 13. The caller advised she had just received a concerning voice message and believed the defendant had been holding a victim hostage. The voice message also stated the defendant had a firearm and had made threats of violence. The Winneshiek County Sheriff's Office investigated the complaint, which included going to the defendant's residence. Upon arrival, the victim was seen exiting the south door of the defendant's residence. The defendant and victim have an active no contact order, which was put into place on February 18. After further investigation, the initial report of a hostage situation was deemed unfounded. According to court records, Delagarza has pled not guilty to previous charges from February and had been out on bond when the March 13 event occurred. On March 12, 2025, ZOE THIBADEAU, 23, of West Union, Iowa was arrested and booked into the Winneshiek County Jail on an arrest warrant for Violation Of Probation. Stay informed, stay inspired!
