Winneshiek County Board of Supervisors Announces Public Hearing on FY2025-2026 Budget

DECORAH — The Winneshiek County Board of Supervisors will hold a public hearing on Monday, April 28, 2025, at 9:30 a.m. at the Courthouse Annex to review and gather public input on the proposed county budget for Fiscal Year 2025-2026, which covers the period from July 1, 2025, through June 30, 2026. All residents and taxpayers of Winneshiek County are encouraged to attend. Attendees will have the opportunity to present objections to or arguments in favor of any aspect of the proposed budget. A summary of budgeted revenues and expenditures is on file with the County Auditor, and detailed supporting documentation is available upon request. The proposed budget includes total revenues and other sources of $32,496,177, and total expenditures and other uses amounting to $33,026,057, resulting in a projected shortfall of $529,880. The county plans to begin the fiscal year with a fund balance of $11,971,254 and end with a projected balance of $11,441,374. Key highlights of the proposed budget include: Taxes Levied on Property: $12,921,510 (a 6.51% average annual increase from FY2023-2024 actuals) Intergovernmental Revenue: $12.43 million Capital Projects Expenditures: $5.8 million, including a $900,000 investment in 911 Emergency Services Towers Public Safety and Legal Services: $7.1 million Roads & Transportation: $8.04 million Proposed property tax rates per $1,000 taxable valuation: Urban Areas: $7.67564 Rural Areas: $9.60633 The proposed levies include $11.15 million in countywide levies and $1.77 million in rural-only levies. There are no special district or TIF tax revenues included. If protest petition requirements are met, the State Appeal Board will hold a local hearing.
