DECORAH — The following arrest was reported by the Decorah Police Department on May 22. On May 21 at 8:50 p.m., the Decorah Police Department responded to Luther campus housing for the report of a female who had found a cell phone video recording her in the bathroom without her consent. After an investigation was conducted, it was determined that 22-year-old OWEN MATZEK of Hastings, Minn. had placed his cell phone in the bathroom of the residence with the intent to video record a female taking a shower. Matzek admitted his actions to the responding officers. Matzek was placed under arrest for invasion of privacy (nudity) in violation of Iowa code section 709.21(1) and transported to the Winneshiek County jail without incident. Additional Details from the Criminal Complaint According to the criminal complaint obtained by DecorahNews.com, officers had responded to the residence of the alleged crime after being advised that the suspect had reportedly fled. Dispatch identified the suspect as Matzek, who was said to be driving a silver Lexus with Minnesota license plates and wearing a blue "Luther" sweatshirt. The responding officer later encountered Luther College Security and a male subject—later confirmed to be Matzek—outside the residence. Upon contact, Matzek reportedly stated he had done something "really stupid." Matzek allegedly told officers that his girlfriend and the victim live at the residence and that he had arrived around 7:10 p.m. He admitted he was aware the victim would be showering and, at approximately 8:00 p.m., he entered the bathroom and placed his cell phone under a floor vent with the camera directed toward the shower. According to the complaint, video recovered from the device allegedly shows Matzek setting up the phone and later returning to check its position. Roughly ten minutes later, footage of the victim is captured. She then notices the phone and can be seen reaching for it. He also allegedly stated that he had done this before, though never on the Luther College campus. Ongoing Investigation Police conducted a search warrant at 610 Ridge Road #204 on May 22 at 11:10 a.m. as part of the continuing investigation.
