DECORAH — The Winneshiek County Board of Supervisors approved two separate zoning changes during public hearings Monxday morning, following recommendations from the county's Planning and Zoning Commission. The first zoning request came from Josh Adams, who asked that property in Section 28 of Township 98 North, Range 9 West be rezoned from A-1 (Agricultural) to A-2 (Agricultural Business) to allow for a Pioneer seed business. The Planning and Zoning Commission had recommended approval by a 5-1 vote. Adams explained the building would primarily store and distribute seed from fall through spring and would also serve a farming use. Concerns were raised about lighting at the site. Adams addressed this during the hearing, stating that a shroud would be fabricated to direct lights downward. The rezoning was approved with the condition that external lighting must be directed downward. The second request came from Hannah McCargar, who asked that portions of land in Sections 4 and 5 of Township 98 North, Range 7 West be rezoned from A-1 (Agricultural) to A-R (Agricultural Residential). The Planning and Zoning Commission had unanimously recommended the change, 6-0. McCargar said the rezoning would allow friends who had proven to be "really good neighbors" to build a home using an existing driveway and shared well. Both zoning changes were found to be consistent with the county's comprehensive plan and passed unanimously.
