DECORAH — The Decorah City Council voted unanimously Monday night to reject the sole bid received for its proposed athletic complex, citing budget constraints and a recommendation from city staff and the Park Board to rebid the project with a more flexible and cost-effective approach. The lone proposal, submitted by Skyline Construction Inc., totaled $3,107,176.28—9% over the engineer's estimate, despite a $50,000 in-kind donation. "The resolution is prepared awarding the contract to Skyline Construction; however, staff would recommend not awarding the project and rebidding the project," City Manager Travis Goedken stated, echoing concerns about the inflated cost and limited fundraising progress. Council members expressed particular concern about the cost of asphalt paving for the proposed parking lot. City code currently requires paved lots, but Goedken suggested a possible amendment to allow gravel for larger facilities, with paving delayed to a second phase. "It works just fine at Will Baker [Park] to not have a cement parking lot," Council Member Steve Zittergruen said. "It's better for the environment not to pour a bunch of cement. I think it's time for our code to catch up with what we know." The proposed project includes two 280-foot ball diamonds, four pickleball courts, fencing, landscaping, grading and stormwater improvements. City staff said the rebidding process could include the option to downgrade materials — for example, using standard galvanized fencing instead of vinyl-coated — and reconfigure the bid as a base with optional add-ons. Council members also voiced support for switching from a lump sum to an itemized bid. "I always question some of the pricing or estimates… $80,000 for a batting cage? What are we making that out of, gold thread?" said Council Member Randy Schissel. The Park Board had previously voted to recommend rejecting the bid. Council action now clears the way for city staff to revise the project scope and code language and prepare for a new round of public bidding. Goedken said the city hopes to rebid within 30 days.
