New Law Aims to Reshape High School Sports Landscape

DECORAH — As the historic Northeast Iowa Conference (NEIC) prepares to dissolve following the 2024-25 school year, a newly signed state law aims to bring consistency and fairness to the realignment of high school sports conferences across Iowa — a development of particular interest to schools like Decorah navigating an uncertain athletic future. Founded in 1920, the NEIC is Iowa's oldest high school athletic conference. But after more than a century, its members are going separate ways. Schools such as New Hampton, Waukon, and Cresco are expected to join the Upper Iowa Conference (UIC) next school year. Decorah, however, was denied entry into the UIC, leaving its post-NEIC conference home unresolved. In response to growing frustration over how such decisions are handled, state lawmakers advanced House File 783, legislation designed to bring structure to the way athletic conferences are realigned. Governor Kim Reynolds signed the bill into law on June 11, 2025. The new law establishes a Conference Realignment Committee comprised of nine school superintendents and nine activities directors from across Iowa. This committee will evaluate proposed changes using criteria such as enrollment, travel distances, traditional rivalries, and the competitiveness of athletic programs. All realignment decisions must be approved by the committee. Starting July 1, 2025, schools must participate only in conference arrangements approved by the committee. Those withdrawing from conferences without approval will face restrictions, including being barred from competing in the same sports for two years. Decorah Activities Director Adam Riley welcomed the legislation, calling it a significant step forward. "We are very appreciative for the passage of House File 783 and especially the work of Representative Bergan, Senator Klimesh, Senator Salmon, and Speaker Grassley for their support," Riley said. "After previous participation in the mediation process for conference alignment led to Decorah Schools not having a conference to be a member of, it was clear that updates were needed." Riley noted that the framework for the bill is modeled after a system used successfully in Wisconsin, and he expressed optimism about its impact in Iowa. "It is our hope that the new system put in place will lead to a more efficient and effective system related to conference alignment for all Iowa school districts." He added that while the bill has been signed, much work remains. "Now that the bill is passed, there is a great deal of work that lies ahead related to the writing of administrative rules and full implementation," Riley said. "This process can take as long as four to six months and in some cases less time depending on a variety of factors." As state education officials and lawmakers begin drafting the rules, the law also clarifies that schools must offer both boys' and girls' sports across all seasons to be eligible for conference membership. For Decorah, the legislation offers a clearer — and potentially more equitable — path forward. "Once that process is completed and we know additional specifics as it relates to the application process, we will work collaboratively with the Decorah Board of Education to determine future conference affiliation," Riley said.
