On June 27, Deputies responded to a residence on Legacy Road in Burr Oak for a disturbance. Subsequently, RYAN VAUGHN, 43, of Decorah, was arrested and charged with simple misdemeanor violation of a no contact order and transported to the Winneshiek County Jail. This incident remains under investigation with more charges pending. According to the official complaint obtained by DecorahNews.com, the charges stem from interactions between Vaughn and the protected party. The complaint describes that Vaughn allegedly let the air our of the protected party's tires because he was "upset at her," and made additional attempts to prevent her from leaving. Vaughn was also alleged to have been initiating contact on Snapchat. These actions were detailed in the complaint and cited as the basis for the contact order violation warrant. On June 27, PAMELA HUFFMAN, 69, of Decorah, was arrested and booked into the Winneshiek County Jail on an arrest warrant for failure to provide fingerprints as ordered. On June 27, ARTHUR FISH, 63, of Waukon was arrested and booked into the Winneshiek County Jail on an arrest warrant for failure to provide fingerprints as ordered. On June 28, DALTON HAGEN, 27, of Cresco, Iowa was arrested and booked into the Winneshiek County Jail on an arrest warrant for failure to provide fingerprints as ordered.
