Decorah Parks and Rec Board Reviews Summer Programming, Trail Projects, and Equestrian Use Rules

DECORAH — The Decorah Parks and Recreation Board met Thursday evening to review ongoing park projects, summer programming, and trail updates, while approving changes to equestrian trail use rules and planning for upcoming events including Nordic Fest. The board approved the minutes of its June 19 regular meeting and June 30 special meeting before hearing from members of the public. Resident Erin Shaw shared updates on the midyear athletic grant, highlighting that only one of the two bridges on Larson's Loop ended up needing to be replaced, which reduced cost and saved time. "We were able to replace that with a new robust bridge," Shaw said, adding that the second bridge was removed and the trail rerouted for improved safety and accessibility, "It didn't need to be a bridge anymore," she added. Mary Lewis also spoke during the public comment period, urging more support for garlic mustard control efforts in local parks. "If we're going to keep parks in the condition they're in... we need at least three times that effort," she said. Lewis emphasized the physical toll of the work and the need for scheduled, consistent assistance. The board approved the Decorah City Council's adoption of the "Five of Eight Plan" for Shared Equestrian Use on trails with a 4-5 vote, with Board Member Zach Kerndt's being the only dissenting vote. The board also approved additional language for shared equestrian trail use rules, that clarified trail open dates and restrictions during and after inclement weather. Other Business Parks and Rec. Director Marc Holtey delivered a comprehensive department report covering recreation, swimming pool operations, campground activity, and park maintenance. He noted the success of summer programming, including youth sports camps, adult slow-pitch leagues, and movie nights. "Fair Fun Run" participation totaled 87 runners, despite weather challenges. At the pool, staff handled a successful July 3 rescue involving a first-year lifeguard. "The whole team did very well," Holtey noted. Significant updates were given on two major park projects. For the Decorah Athletic Complex, Holtey reported approximately $450,000 in committed pledges. Bid openings are scheduled for July 31, with a potential award on August 4. Carlson Park's Gateway Trail Project also made progress, with trails in the northwest zone completed or underway. Seeding efforts are ongoing, with prairie plantings planned for spring.
