County Activates Disaster Case Advocacy, Grant Program After Flooding

DECORAH — On Aug. 17, 2025, Winneshiek County received an Iowa governor's disaster proclamation following recent flooding. As a result, the county has activated both the Disaster Case Advocacy (DCA) program and the Iowa Individual Disaster Assistance Grant Program (IIAGP). Disaster Case Advocacy provides households with a single point of contact to connect to resources and receive support in recovery. Disaster Case AdvocacyProgram eligibility requirements for Disaster Case Advocacy assistance are: No income restrictions. Household's primary and occupied residence is in the county indicated in the disaster proclamation. Household has disaster related needs that represent a burden that the family is unable to resolve. Household members are citizens or legally residing in the United States. Benefits for having a Disaster Case Advocate are: No cost to you. Single point of contact to connect to resources. Advocate for the household's needs, removing barriers to recovery. Household plays a lead role in their disaster recovery. Disaster Case Advocacy Request Form. Iowa Individual Disaster Assistance Grant ProgramProgram eligibility requirements for the Iowa Individual Disaster Assistance Grant Program are: You have 45 days to apply from the date of the Disaster Proclamation. Annual household income must be at or less than 200% of the Federal Poverty Level. Household members are citizens or legally residing in the United States. Household must be the primary residence and within the county. Damages to non-attached structures (out buildings, detached garage, fencing, etc.) are not eligible.
