Letter to the Editor - A Cooperative Approach

Editor, A group of community members have recently proposed that the Decorah City Council place a Separation Ordinance on the agenda for discussion. This proposal seeks amendments to the City's jail services contract with Winneshiek County, with the stated goal of creating greater separation between local law enforcement and federal immigration enforcement while adding measures intended to protect immigrant residents and enhance public safety. It has been introduced in the spirit of encouraging public dialogue. As an elected official, I welcome respectful discussion on any issue brought forward by constituents. When I first ran for City Council, I did so with the guiding principle of "Decorah: A Community as a Whole." That value continues to shape my service today. Since joining the council, I have worked to better understand our city's operations and the departments that serve residents. I have had numerous conversations with local law enforcement and participated in multiple ride-alongs. Through these experiences, I have seen firsthand the care, compassion, and integrity our police department demonstrates each day toward all members of our community, regardless of status. It is also important to note that many of the requests contained in the proposed ordinance fall outside the jurisdiction of the City of Decorah. Decisions related to jail operations and detention procedures rest primarily with Winneshiek County and, in some cases, with state or federal authorities. While the Council may consider and discuss such proposals, the scope of municipal authority is limited. Our law enforcement agency holds itself to high professional standards and consistently goes above and beyond in serving the public. This commitment is evident not only in their response to calls but also in how they engage with residents and maintain trust within the community. My responsibility as a council member is to represent those who entrusted me with this role, to weigh policy proposals carefully, and to ensure our decisions strengthen our city. While I do not take a professional position in support of this particular ordinance, I believe it is important to highlight that many community groups in Decorah are working toward similar goals of safety, trust, and inclusivity. Rather than opposing one another or working in isolation, these groups could find greater success by collaborating, sharing perspectives, and assisting each other in achieving collective outcomes. A cooperative approach, in my view, better serves the long-term interests of our community. I will continue to listen, learn, and work toward solutions that reflect our shared values and keep Decorah safe, respectful, and welcoming.
