City of Decorah Soliciting Nuisance Snow and Ice Removal Proposals

DECORAH — The city of Decorah is soliciting proposals from qualified contractors to provide on-call snow and ice removal services for sidewalks identified as a nuisance under the city's snow removal ordinance. These situations occur when a property owner fails to clear snow or ice from the public sidewalk adjacent to their property within the time required by city code. Under the proposed contract, the selected contractor will be dispatched only when the city determines that a sidewalk requires abatement. Contractors must be able to respond to a city notice within 24 hours and must complete the work within 24 hours of confirming the assignment. Services will be billed on an hourly basis, rounded to the nearest 0.25 hour, with a minimum charge of 0.5 hours per sidewalk location. The goal is to ensure sidewalks remain safe and accessible for residents and visitors throughout the winter. When property owners do not clear their sidewalks as required, the city must act promptly to maintain walkability and public safety. Proposals must include an hourly rate for service and proof of insurance. Responses must be submitted through the city's website at decorahia.org. Proposals are due by Dec. 19, 2025. At that time, a list will be generated of responding contractors based on the hourly rate submitted, with the lowest rate being the first contractor contacted to remove the nuisance snow. The city reserves the right to reject any or all proposals and to award contracts in the best interest of the community.
