State Audit Finds No Issues in IPERS Report; Details Pension Liabilities for Winneshiek County

DES MOINES, Iowa—A newly released state audit of the Iowa Public Employees' Retirement System found no material problems, while outlining pension obligations for local governments, including Winneshiek County. State Auditor Rob Sand on Tuesday released the report covering the year ending June 30, 2025. The audit examined employer contributions and each entity's share of the system's overall pension liability under Governmental Accounting Standards Board rules. As in the prior year, auditors reported no findings related to the schedules reviewed. The report provides a detailed breakdown of how much each participating employer contributes to IPERS and its proportionate share of the system's net pension liability. For Winneshiek County, the audit shows: • In the sheriffs and deputies membership group, Winneshiek County contributed $118,900 and was assigned about 0.85% of the group's allocation. • The county's share of the net pension liability in that group totaled approximately $637,811. In addition, the report lists Winneshiek County in the protection occupation membership group with: • Contributions of $63,350. • A proportionate share of net pension liability reported as a negative balance of about $257,231, reflecting an asset position for that group. The IPERS system overall reported a net pension liability of about $2.44 billion for regular members and $74.97 million for sheriffs and deputies as of June 30, 2025. The schedules are used by local governments across Iowa to report pension-related figures in their own financial statements, rather than to present the financial position of IPERS itself.
