Conservation Director Warns of Staffing Gap as Programs and Projects Expand

DECORAH — Winneshiek County conservation efforts are facing a staffing strain even as public programming and park development continue to expand, Conservation Director Barb Schroeder told county supervisors during a Monday morning department update. Schroeder said the department is working to maintain a full slate of events, field trips and public outreach despite the recent resignation of an education outreach coordinator, creating what she described as a "tight spot" for staffing. The departure comes at a particularly busy time, with spring programming already scheduled and summer camps advertised. Schroeder said the department has begun advertising to fill the position. The employee's final day is later this week, leaving limited staff coverage in the interim, with one remaining team member available only part time in the mornings. The vacancy follows a period of growth in conservation programming. Schroeder said participation numbers have increased annually in recent years, crediting staff for expanding outreach and engagement. However, she cautioned that upcoming reports may show a decline due to recent staffing changes, including the absence of a previous team member whose programming numbers contributed to overall totals. Despite the staffing gap, Schroeder outlined several upcoming events and projects aimed at increasing public access and community involvement in county conservation areas. Among them is the formal opening of the Neste Valley Recreation Area, which recently became fully accessible after completion of road improvements. Schroeder said the site had previously been limited by safety concerns because narrow access made it difficult for vehicles to pass. "It just wasn't safe access," she said. "If you met somebody, one of you was going to have to back up." With a newly completed two-lane road and parking area, the site is now open to the public, and a ribbon-cutting ceremony is planned for Saturday, April 11 at 1:00 pm. Schroeder invited supervisors to attend, emphasizing the collaborative effort behind the project and its long-term significance for the county's trail system. Schroeder also highlighted the department's upcoming annual Earth Day Festival scheduled for Saturday, April 25 from 9:00 am to 12:00 pm at the Winneshiek County Fairgrounds, which drew more than 600 attendees last year. The event, held at the fairgrounds, features educational exhibits, vendor booths and interactive programming for all ages. "It's a great family event," Schroeder said, noting participation from a wide range of community partners. Planned features include environmental education booths, electric vehicle displays and programs led by organizations such as the Raptor Resource Center. In addition to large events, Schroeder pointed to smaller programs that continue to draw steady attendance. A recent guided waterfall walk notably attracted 25 participants. Supervisors acknowledged the popularity of conservation activities and the importance of maintaining momentum, even as staffing challenges persist. Schroeder concluded with recognition of ongoing volunteer contributions, including long-term efforts to support tree planting and conservation projects across the county. Be the first to know!
