Decorah Library Board Approves Exterior Design Concept for Water Protection

DECORAH — The Decorah Public Library Board of Trustees on Monday approved a design concept for the exterior renovation of the library's addition, designed to address longstanding water infiltration issues at the building. The board voted 7–1 to accept the architect's recommendation for the building's exterior envelope during its April 13 meeting, following discussion about aesthetics, functionality and long-term durability. The project centers on replacing the outer layer of the library's addition, where moisture problems have made a full exterior overhaul necessary. Library Director Kristin Torresdal told trustees the plan involves removing the current exterior, installing a rain barrier, and adding new cladding designed to prevent water intrusion. "Our goal is, first and foremost, to have a water impermeable exterior," Torresdal stated, noting that resolving the building's structural issues takes priority over visual design elements. The proposed design features neutral gray panels on the newer portion of the building, contrasting with the historic limestone structure, which will remain unchanged. The approach, Torresdal said, was intended to respect the original architecture while subtly differentiating the addition. Architects also aimed to reduce the building's current uniform beige appearance without introducing overly complex or costly design features, given budget constraints tied to the maintenance bond project. Trustees discussed whether the contrast between the historic and newer sections created too much visual separation. Board Member Maria Leitz, who voted against the plan, expressed concern that differences in color, materials and window styles made the structure appear disjointed, while others supported the design for further highlighting the historic building. The plan also includes adding an overhang at the main entrance, a feature not currently present. Torresdal said the addition would help direct water away from the building and improve usability during inclement weather. More detailed aesthetic decisions, including signage and potential accent colors near the entrance, were deferred for future consideration to avoid delaying the construction timeline. Torresdal emphasized that exterior materials require longer lead times and must be finalized first. The renovation is part of a broader set of maintenance bond projects at the library, with the exterior envelope identified as the most urgent component.
