The Decorah Parks and Recreation Board voted to table discussion of a proposed lighting installation at Phelps Park, a project tied to a memorial effort for resident Tammy Thornton, who died April 5, 2026. Board members said more information and direct conversations with the family behind the proposal are needed before any definitive decision is made. The proposal centers on installing what was described as subtle lighting elements in the park, potentially including small LED lights on select trees. Supporters described the concept as understated and not intended to compete with larger holiday displays elsewhere in the city. Commissioner Brecka Putnam called the situation complex, as Thornton's obituary had directed memorials to the family to help fulfill her final wish of bringing a Christmas light display to life. But neighbors living near the park expressed concern about how even a modest lighting project could affect the area. In a letter read into the record, one resident questioned whether the installation would fit the park's "rustic and natural" character and warned it could draw additional traffic to an already busy street. The resident also cited existing light pollution in the neighborhood and raised safety concerns about distracted drivers. During the meeting, another nearby resident echoed those uncertainties, saying the scope of the proposal remains unclear. Questions included how extensive the lighting would be, how long it would remain installed, and whether approving the project could open the door to similar memorial requests in the future. Board members acknowledged those concerns, noting the city already has established processes for memorials in parks. Putnam, who spoke directly with the family, said there may be a misunderstanding about the scale of the project. Based on those conversations, the lighting was described as "minimal" and intended to be tasteful rather than attention-grabbing. Others on the board suggested there may be alternative ways to honor the individual, such as incorporating lighting into existing park features or aligning the idea with current city programs. Ultimately, the board agreed that more direct communication is needed. The board approved a motion to delay further consideration until those conversations take place.
