Mitchell Brings Conservative Message, Anti-Corruption Platform to 2nd District Race

DECORAH — Republican congressional nominee Joe Mitchell is running for Iowa's 2nd Congressional District on a platform that combines familiar conservative priorities: lower taxes, support for farmers, national security and less federal regulation, with an anti-corruption pitch that he says sets him apart from other Republicans. Mitchell, a former Iowa state representative who served from 2019 to 2023, has made four political reforms central to his campaign: refusing corporate political action committee money, imposing congressional term limits, banning members of Congress from trading individual stocks and restricting the path from elected office to lucrative lobbying jobs. He also has made the direction of the Democratic Party a major part of his campaign message, arguing that national Democrats have moved too far left. At the same time, Mitchell said voters he meets with continue to raise concerns about jobs, taxes, gas prices and other household costs. Mitchell, of Clear Lake, also previously worked for the U.S. Department of Housing and Urban Development during the Trump administration and later at the Federal Housing Finance Agency. He defeated Republican state Sen. Charlie McClintock in the June 2 primary and will face Democratic state Rep. Lindsay James in the Nov. 3 general election. Mitchell's Anti-Corruption Message Mitchell said his campaign has centered on what he calls an "anti-corruption platform" since last September. He outlined four proposals he says would reduce the influence of money and special interests in Congress His first proposal is to refuse corporate PAC money. "That means no money from BlackRock, Pfizer, Walmart, Amazon, any of these huge corporations that people have been taking money from for years," Mitchell said. Mitchell said he expects to be the "only Republican in Washington operating under that restriction" and hopes other Republicans eventually adopt the same approach. Mitchell's choice not to accept corporate PAC money is a campaign decision; it would not itself change federal campaign-finance law. Separately, he has said he supports broader restrictions on corporate political spending. Iowa Capital Dispatch reported this month that Mitchell believes such a prohibition would require a constitutional amendment following the Supreme Court's 2010 Citizens United decision. The latest Federal Election Commission data available at the time of reporting shows Mitchell's campaign has reported $1.94 million in receipts through June 30, including about $1.40 million from individuals and $407,850 from other committees. The campaign reported $895,564 in cash on hand at the end of that reporting period. Mitchell's second proposal is congressional term limits. He supports a system under which a person could serve up to 12 years in the House and 12 years in the Senate. His campaign website describes the proposal as "12 years in the House and 12 years in the Senate." Mitchell rejected a one-term limit, saying 12 years would provide enough time for a lawmaker to accomplish an agenda while still creating regular turnover in Congress. His third proposal is a ban on stock trading by members of Congress. Mitchell said he believes lawmakers should not be able to build personal wealth through individual stock trades while serving in Congress. He supports a "full ban" on stock and prediction-market trading by members of Congress. Federal law already prohibits members of Congress from using material, nonpublic information obtained through their official positions for personal financial gain. The 2012 STOCK Act affirmed that members of Congress are subject to federal insider-trading prohibitions. Mitchell's proposal would go further by prohibiting members from trading individual stocks altogether. The House passed legislation in July that would prohibit members, their spouses and dependent children from purchasing individual stocks. The bill has not become law. Mitchell's fourth proposal is aimed at what he calls the "lawmaker to lobbyist pipeline." He argued that members of Congress can become overly focused on their next private-sector job while still in office, particularly potential employment with lobbying firms or corporations. Mitchell said restrictions are needed because the prospect of a future high-paying lobbying position could create conflicts of interest for lawmakers while they are still serving in Congress. He said he believes all four proposals could attract bipartisan support. Taxes, Jobs and the Economy Mitchell said voters have raised two broad categories of concerns with him: the economy and national political direction. On more conventional pocketbook concerns, he said voters want to keep their jobs, lower gas prices and have more money left after taxes. He said he favors cutting taxes and reducing government barriers to starting and expanding businesses. Mitchell pointed to the Trump administration's tax legislation as evidence that Republicans are delivering on those priorities. The 2025 law, commonly called the Working Families Tax Cuts, created temporary federal deductions for qualifying overtime and tip income and a deduction for certain Social Security income for older taxpayers. The provisions do not eliminate all taxes on those forms of income. A Campaign Built Around National Politics Mitchell has made the direction of the Democratic Party a major part of his campaign message. He described Democratic candidates elsewhere in the country as examples of what he considers a "leftward movement" within the party. He pointed to Zohran Mamdani's mayoral victory in New York, Abdul El-Sayed's Michigan Senate campaign and Francesca Hong's Wisconsin gubernatorial campaign as examples. Mamdani, a member of the Democratic Socialists of America, defeated Andrew Cuomo by 9 percentage points. El-Sayed, who is not a DSA member, won the Democratic nomination for U.S. Senate in Michigan. Hong, who is a DSA member, lost Wisconsin's Democratic gubernatorial primary to Milwaukee County Executive David Crowley. Mitchell said voters are "worried about socialism and communism" and that he wants Democrats to "course correct" toward what he considers a "more moderate position." He said Iowa voters should view the congressional race in the context of a larger national debate over the direction of the Democratic Party. James, Mitchell's general-election opponent, is a current state representative. Independent candidate Dave Bushaw also is running in the race and describes himself as an "unapologetic enemy of the elite ruling class." Farmers, Tariffs and Brazil Agriculture was another major topic during Mitchell's stop. Mitchell said he routinely meets with farmers and Farm Bureau officials and asks how tariffs are affecting their operations. "I always ask, I would say 'tell me the truth, I'm not a tattletale for the administration. I'm not going to run to Trump and tell him,'" Mitchell said. "How are tariffs affecting things?" Mitchell said farmers he has spoken with generally support the trade policies and do not blame President Donald Trump for the disruption. "They've all said this was long overdue and needed to be done," Mitchell said. The conversation also touched on Brazil and its position as an agricultural competitor to the United States. Mitchell argued that the United States should use trade policy to address differences in the cost of agricultural inputs such as fertilizer, seed and pesticides. He also compared agricultural trade with pharmaceutical pricing, arguing that Americans pay more than consumers in other countries because the United States bears a disproportionate responsibility for pharmaceutical research and development. The conversation reflected Mitchell's broader economic philosophy: use America's economic leverage more aggressively and demand that other countries carry what he considers a fairer share of international costs. That philosophy also informs his views on NATO. Mitchell said European countries need to pay their "fair share" and praised Trump's approach to international negotiations. "I think that's the most underappreciated part of the president," Mitchell said. "He's a deal maker." Mitchell compared international negotiations to the way a business owner negotiates with contractors. "When you're in business, just like you guys [at Voltmer] are and myself and my development business, I question stuff all the time," he said. "I get bids all the time for my work, and I go back and I negotiate with contractors, because that's what you're supposed to do. I would be broke if I didn't do that." Mitchell said people underestimated Trump when he first ran for president in 2016 and said Trump has since followed through on his promise to approach international relationships as negotiations. A Businessman Running for Congress Mitchell's stop in Decorah included a visit to Voltmer Electric Inc., a company founded by Mike Voltmer while he was a Luther College student. Mike Voltmer now serves as founder, while his son, Gerad Voltmer, is president. The two met with Mitchell to discuss the challenges facing businesses and the federal policies that affect them. The Voltmer Electric visit also provided a look at how Mitchell presents his business background as part of his campaign. Mitchell told Mike and Gerad that one of his biggest challenges is continuing to operate his business while running for Congress. He said he remains involved in construction and real estate development and that working with contractors, bankers and others in the industry keeps him connected to economic conditions outside politics. The meeting focused heavily on infrastructure and aviation. Voltmer Electric representatives said their own business is tied to public projects including airports, traffic signals, roadway lighting and intelligent transportation systems. They expressed concern that federal infrastructure funding for aviation could fall substantially after fiscal 2027, creating uncertainty for contractors. The conversation also touched on public-private partnerships, design-build contracting and the Federal Aviation Administration's continued use of older instrument-landing technology. Mitchell largely listened and asked questions about the company's business mix and the federal and state sources of its work. Foreign Policy Foreign policy was another area where Mitchell took a hard-line approach, particularly in discussing international conflicts. During the Voltmer Electric visit, Mitchell discussed the conflict in the Middle East and its potential effects on energy prices and shipping through the Strait of Hormuz. Mitchell said voters want to know when current conflicts will end and argued that "a lot of the concern about it would go away" if the Strait of Hormuz were fully reopened. "Once gas prices come back down to under $3 a gallon... people aren't going to be worried about it as much," Mitchell said. The discussion also turned to Iran. Gerad Voltmer, who discussed his own experience in Afghanistan, advocated for a "maximum pressure" approach toward Iran while cautioning against both deep U.S. involvement in another prolonged Middle Eastern war and a return to isolationism. Voltmer also asked Mitchell whether he believed Iran's nuclear capabilities had been "beaten back decades." "Yes, they are," Mitchell said, while also acknowledging concerns about Iran obtaining weapons technology from countries such as Russia or North Korea. A Race Without Hinson The vacancy created by Ashley Hinson's Senate campaign is one of the defining features of Mitchell's race. During the Voltmer conversation, Mitchell acknowledged that Hinson had represented the district effectively and that her absence from the ballot makes the race different. He repeatedly said he believes he can win, but also acknowledged that the national political environment creates risk for Republicans in a midterm election. Mitchell said his campaign has been working to visit all 22 counties in the district. He said personal appearances are particularly important in places where Republican candidates may face a more difficult political environment. Winneshiek County is one of those places. Mitchell said he intends to campaign in Democratic-leaning areas because he needs votes in those communities if he is going to win the district. Rather than dismissing difficult counties as unwinnable, he said he believes Republicans need to compete for those voters. The Larger Choice Mitchell is Offering Voters Taken together, the interview and Mitchell's visit to Voltmer Electric show a campaign built around two overlapping themes: a conventional conservative platform and a push for structural changes in Washington. His positions on taxes, regulation, business, trade and national security reflect traditional Republican priorities, while his focus on corporate PAC money, congressional term limits, stock trading and the lawmaker-to-lobbyist pipeline forms a separate part of his campaign message. Some of the problems Mitchell points to already have partial restrictions in place. Federal law, for example, already prohibits members of Congress from using material, nonpublic information for personal financial gain, while Mitchell is calling for a broader ban on lawmakers trading individual stocks. His refusal to accept corporate PAC money is a campaign choice rather than a legal prohibition, and his proposed term limits would require changes to the structure of congressional service. Mitchell argues that those distinctions are part of the point. He says Washington's existing rules have not done enough to restore public confidence in Congress and that broader structural changes are needed. Whether that combination resonates with voters will be tested in the general election. Mitchell said he believes the campaign will come down to showing up, talking to voters and maintaining a consistent message. "I feel good about my election," Mitchell told the group at Voltmer Electric. He acknowledged that winning will require continued fundraising, effective messaging and campaigning across the district. His campaign is working to visit all 22 counties, including Winneshiek County, which Mitchell identified as a more difficult area for a Republican candidate. The Nov. 3 general election will pit Mitchell against Democratic state Rep. Lindsay James. Libertarian candidate Richard "Rick" Stewart and no-party candidate Dave Bushaw are also running. For Mitchell, that campaign is already underway in places like Decorah, where the political conversation is as much about federal policy and national party politics as it is about the roads, airports, farms and businesses that make up northeastern Iowa's economy.
