Five Recent Arrests Include OWI, Stalking and Probation Violations

The following arrests were reported by the Winneshiek County Sheriff's Office on Sept. 8, 2026: TODD MCINTYRE, 53, of Rochester, Minnesota, was arrested at 2:05 a.m. Aug. 30 on 310th Street near Ridgeway following a report of a disturbance at Randy's Bluffton Store and Campground. According to the Winneshiek County Sheriff's Office, McIntyre had left the scene when deputies responded. Further investigation led deputies to a vehicle parked and running in the middle of the roadway. McIntyre was subsequently arrested and booked into the Winneshiek County Jail on a charge of serious misdemeanor operating while under the influence. CLEOTHA WILDER, 44, of Waterloo, Iowa, was arrested at 3:10 p.m. Aug. 30 after being transported from the Black Hawk County Jail to the Winneshiek County Jail. Wilder was booked into the Winneshiek County Jail on an arrest warrant for violation of probation. JUSTIN KUENNEN, 45, of Waucoma, Iowa, was arrested at 4:20 p.m. Sept. 1 after being transported from the Fayette County Jail to the Winneshiek County Jail. Kuennen was booked into the Winneshiek County Jail on an arrest warrant for OWI, third or subsequent offense. The warrant stems from a June 6 incident on Highway 150 south of Calmar. According to the sheriff's office, a deputy observed a vehicle driven by Kuennen strike roadway rumble strips, turn off its headlights, drive onto a dead-end gravel road and enter a ditch. Kuennen showed several signs of impairment and admitted to drinking three beers and taking hydrocodone. A subsequent urine test showed alcohol and confirmed the presence of amphetamine and methamphetamine. Kuennen also had three prior OWI convictions, in Chickasaw County in 2017, Fayette County in 2019 and Winneshiek County in 2023, according to the sheriff's office. JESSE BAKKEN, 36, of Webster City, Iowa, was arrested at 1:42 p.m. Sept. 2 on Whitetail Road near Decorah following a report of ongoing stalking and harassment. According to the Winneshiek County Sheriff's Office, Bakken showed up at a residence on Whitetail Road and was subsequently arrested and booked into the Winneshiek County Jail on a charge of aggravated misdemeanor stalking. According to the criminal complaint obtained by DecorahNews.com, the Winneshiek County Sheriff's Office interviewed the alleged victim, who reported a pattern of unwanted contact by Bakken beginning in November 2025. The complaint alleges the contact included repeated unanswered phone calls and messages, uninvited appearances at residences and a friend's property in addition to a recent incident at a residence in Winneshiek County The complaint states the victim reported that the incidents caused her to fear for her safety and the safety of her family. It also states she provided digital evidence, including call logs, messages, video recordings and surveillance footage. According to the Winneshiek County Sheriff's Office, Bakken was arrested after deputies responded to a report of ongoing stalking and harassment at a residence on Whitetail Road. He was booked into the Winneshiek County Jail on a charge of aggravated misdemeanor stalking. TIMOTHY SHEA JR., 49, of Holmen, Wisconsin, was arrested at 9:44 a.m. Sept. 8 at the Winneshiek County Courthouse.
